The strategic collaboration aims to implement innovative financing and infrastructure project management models, aligning Chile with the highest global standards and positioning the country as a regional leader in efficiency, quality, and sustainability in the sector.
Santiago, Chile – Desarrollo País, a state-owned company dedicated to the efficient development of infrastructure projects, has initiated a strategic collaboration with Deloitte Canada. This joint effort aims to adopt and implement innovative business and financing models, aligning national practices with the most advanced global standards in infrastructure project management and execution.
Gianni Ciufo, Partner and Leader at Deloitte Canada, and an infrastructure specialist, will play a crucial role in this alliance. With extensive experience advising public and private clients on the development and financing of large-scale projects, Ciufo has worked with governments, agencies, and companies on structuring and executing critical infrastructure, including highways, railways, ports, and airports.
“Chile is in a privileged position to adopt and adapt global infrastructure models that have proven successful in other countries. The collaboration between Desarrollo País and Deloitte Canada will not only strengthen local capacities but also position Chile as a regional leader in public infrastructure project management,” emphasized Gianni Ciufo.
This advisory work will focus on positioning Desarrollo País as a “center of excellence” for infrastructure management, setting new national standards, and developing essential skills and knowledge.

Ciufo visited Chile to share with the Desarrollo País team insights and international success stories that demonstrate how public-private partnerships can result in efficient and sustainable infrastructure. Key aspects highlighted include the importance of strong governance, transparency, and alignment with local sustainable development goals.
Matías Blanco, a consultant at Deloitte, added, “Internationally, countries like Canada and Australia have shown that public-private partnerships are essential for the successful development of infrastructure. These collaborations allow the combination of private sector resources and expertise with public sector planning and support. These countries invest 2.5% and 3.1% of their GDP, respectively, with a focus on public transport, roads, and public infrastructure such as hospitals, in a similar approach to Chile.”
